The Irish language community had a very high expectation of the appointment of a senior minister with central responsibility for the Irish language and the Gaeltacht in the new government.

Bhí ionchas an-ard ag pobal na Gaeilge go gceapfaí aire sinsearach le lár-fhreagracht as an nGaeilge agus an Ghaeltacht san rialtas nua.

Although they did not have the day this round, it is hoped that in the future more attention will be paid to major shortcomings in the approach of government that has been evident in recent years.

Cé nach raibh an lá leo an babhta seo táthar ag súil go dtabharfar aird níos mó feasta ar easnaimh mhóra san cur chuige rialtais atá le sonrú le blianta anuas.

Report asked Catherine Martin who has been appointed senior minister of the Department of Media, Tourism, Arts, Culture, Sport and the Gaeltacht.

Chuir Tuarascáil ceisteanna ar Catherine Martin atá ceaptha ina haire sinsearach ar Roinn na Meán, Turasóireachta, Ealaíne, Cultúir, Spóirt agus na Gaeltachta.

There is currently a controversy over planning permission in Rathcairn.

Tá conspóid ann faoi láthair faoi cead pleanála i Ráth Chairn.

There are fears that the building plan will end the Gaeltacht in Co. Meath.

Tá faitíos ann go gcuirfidh an plean tógála deireadh leis an nGaeltacht i gCo na Mí.

What would be your cure for this problem?

Cén leigheas a bheadh agat ar an bhfadhb seo?

“Of course, planning is a matter for the Housing Department in the first instance.

“Ar ndóigh, is ceist don Roinn Tithíochta í cúrsaí pleanála ar an gcéad dul síos.

However, under the Planning and Development Act, the Department and Údarás na Gaeltachta are given the opportunity to comment to the planning authorities on planning cases which may affect the Irish language in the Gaeltacht.

É sin ráite, faoin Acht um Pleanáil agus Forbairt tugtar an deis don Roinn agus d’Údarás na Gaeltachta tuairimí a thabhairt do na húdaráis phleanála faoi chásanna pleanála a d’fhéadfadh tionchar a imirt ar an nGaeilge sa Ghaeltacht.

My Department provided a number of comments on this case in Rathcairn.

Chuir mo Roinn roinnt tuairimí ar fáil maidir leis an gcás sin i Ráth Chairn.

I understand that the development in Rathcairn has recently been approved by An Bord Pleanála and that the Co – operative in the area is considering the possibilities of seeking Judicial Review of that decision.

Tuigtear dom go bhfuil an Bord Pleanála tar éis cead a thabhairt don fhorbairt i Ráth Chairn le déanaí agus go bhfuil an Comharchumann sa cheantar ag breathnú ar na féidearthachtaí Athbhreithniú Breithiúnach a lorg i leith an chinneadh sin.

Officials in my Department will be keeping a close eye on this situation as it could have implications for other Gaeltacht areas. ”

Beidh oifigigh mo Roinne ag coinneáil súil ghéar ar an gcás seo mar go bhféadfadh impleachtaí a bheith ann do cheantair Gaeltachta eile dá bharr.”

Do you intend to significantly increase funding for Údarás na Gaeltachta, Foras na Gaeilge and Roinn na Gaeilge?

An bhfuil sé i gceist agat an maoiniú a ardú go suntasach do Údarás na Gaeltachta, Foras na Gaeilge agus Roinn na Gaeilge?

If so, when?

Má tá, cén uair?

“I am well aware that the Irish language and Gaeltacht organizations have come through a number of difficult years since the last economic crisis, and you can assume that, to the best of my ability, I will be seeking additional resources for Irish language and Gaeltacht courses from the exchequer. ”

“Tuigim go maith go bhfuil na heagraíochtaí Gaeilge agus Gaeltachta tar éis teacht tríd roinnt blianta crua ó bhí an ghéarchéim eacnamaíochta deiridh ann, agus is féidir leat glacadh leis go mbeidh mé, feadh mo chumais, ag lorg acmhainní breise do chúrsaí Gaeilge agus Gaeltachta ón státchiste.”

From the Authority’s point of view, do you think the members should be elected?

Ó thaobh an Údaráis de, an dóigh leat gur cheart go dtoghfaí na baill?

“The Program for Government states that the operational and governance structures of Údarás na Gaeltachta, and the selection process for the Board of Údarás na Gaeltachta, will be reviewed.

“Luaitear sa Chlár Rialtais go ndéanfar athbhreithniú ar struchtúir fheidhmiúcháin agus rialachais Údarás na Gaeltachta, agus ar an bpróiseas roghnúcháin do Bhord an Údaráis.

“Currently, there are five members nominated by the Local Authorities in charge of a Gaeltacht area on the board.

“Faoi láthair, tá cúigear comhalta a d’ainmnigh na hÚdaráis Áitiúla a bhfuil ceantar Gaeltachta faoina gcúram acu ar an mbord.

This ensures that the board of Údarás na Gaeltachta has a democratic basis.

Cinntíonn sé seo go bhfuil bunús daonlathach le bord Údarás na Gaeltachta.

“In addition, seven members are selected – based on a public competition organized under the auspices of the Public Appointments Service.

“Chomh maith leis sin, roghnaítear seachtar comhalta – bunaithe ar chomórtas poiblí a eagraítear faoi scáth na Seirbhíse um Cheapacháin Phoiblí.

This process ensures that people with the appropriate expertise and skills are selected for the task – which is in the best interests of the Authority and the community it serves as a state institution.

Cinntíonn an próiseas seo go bhfuil daoine leis an saineolas agus na scileanna cuí á roghnú don chúram – rud atá ar leas an Údaráis agus an phobail ar a dhéanann sé freastal mar fhoras stáit.

“It is worth noting that the current Board will be in place until January 2023.

“Is fiú dom a rá go mbeidh an Bord reatha ann go dtí mí Eanáir 2023.

However, the Program for Government promised a review of the operational and governance structures of Údarás na Gaeltachta and I know that Minister of State Calleary wants this to be done without delay.

É sin ráite, gealladh sa Chlár Rialtais go ndéanfaí athbhreithniú ar struchtúir fheidhmiúcháin agus rialachais Údarás na Gaeltachta agus tá a fhios agam go bhfuil an tAire Stáit Calleary ag iarraidh go ndéanfar sin gan mhoill.

Much work has been done in recent times on the reform of the language bill.

Rinneadh roinnt mhaith oibre le tamall anuas ar an mbille teanga a athchóiriú.

But, according to Rónán Ó Domhnaill, there are shortcomings.

Ach, dar le Rónán Ó Domhnaill, tá easnaimh ann.

Do you intend to strengthen the bill and if so, how and when will this be done?

An bhfuil sé i gceist agat an bille a láidriú agus má tá, conas agus cén uair a dhéanfar é sin?

“I fully understand the importance of the Official Languages Reform Bill.

“Tuigim go maith an tábhacht atá le Bille Leasaithe na dTeangacha Oifigiúla.

The Bill was in its second stage in the Dáil when the election was called in January.

Bhí an Bille ag an dara céim sa Dáil nuair a glaodh an toghchán i mí Eanáir.

I hope that the new Government will bring the Bill back before the Houses soon, and that we will have the opportunity to strengthen and advance it before the end of the year as we have promised in the Program for Government.

Táim ag súil go dtabharfaidh an Rialtas nua an Bille ar ais os comhar na Tithe go luath, agus go mbeidh deis againn é a neartú agus a chur chun cinn roimh dheireadh na bliana mar atá geallta againn sa Chlár Rialtais.

An Coimisinéir Teanga has already contacted me with his suggestions in this regard.

Bhí an Coimisinéir Teanga i dteagmháil liom cheana féin lena chuid moltaí chuige sin.

As you know, Deputy Calleary has been appointed Minister of State for the Gaeltacht, Irish Language and Sport.

Mar atá a fhios agat, tá an Teachta Dara Calleary ceaptha mar Aire Stáit Gaeltachta, Gaeilge agus Spóirt.

“I look forward to working closely with the new Minister of State to advance our broad agenda in the new Department.

“Tá mé ag súil go mór le bheith ag obair as lámha a chéile leis an Aire Stáit nua ar mhaithe lenár gclár oibre leathan sa Roinn nua a chur chun cinn.

To that end, I intend to visit the Gaeltacht with Minister of State Calleary in the coming weeks and I hope that we will be able to arrange a meeting with An Coimisinéir Teanga at that time to discuss these matters. ”

Chuige sin, tá rún agam cuairt a thabhairt ar an Ghaeltacht in éineacht leis an Aire Stáit Calleary sna seachtainí amach romhainn agus tá súil agam go mbeimid ábalta cruinniú a shocrú leis an gCoimisinéir Teanga ag an tráth sin chun na nithe seo a phlé.”

The care of the islands was moved from the Department of the Gaeltacht to the Department of Social Protection, Rural Affairs and the Islands.

Bogadh cúram na n-oileán ó Roinn na Gaeltachta chuig an Roinn Coimirce Sóisialaí, Gnóthaí Tuaithe agus Oileán.

The islands with the largest populations are Gaeltachts, what does it mean to separate them from the Department of the Gaeltacht?

Is Gaeltachtaí iad na hoileáin leis na daonraí is mó orthu, cén chiall atá le’n iad a scaradh amach ó Roinn na Gaeltachta?

“I understand that the functions of the islands and the Gaeltacht have been together for a long time but I think it makes sense for the islands to be in the area of rural development in many ways.

“Tuigim go bhfuil feidhmeanna na n-oileán agus na Gaeltachta le chéile le tamall fada ach sílim go bhfuil ciall go mbeadh na hoileán faoin réimse forbartha tuaithe ar bhealaí go leor.

The islands face many of the same challenges as rural regions in terms of population, access to services, transport and more.

Tá go leor do na dúshláin chéanna ag na hoileán is atá sna réigiúin tuaithe ó thaobh daonra, rochtain ar sheirbhísí, iompar agus eile.

“There is still much work to be done and the Government has already done to address these challenges as well as looking to the future and has begun the process of preparing island policy.

“Tá go leor oibre déanta go fóill agus ag an Rialtas cheana féin chun dul i ngleic leis na dúshláin seo chomh maith le bheith ag féachaint chuig an todhchaí agus tús curtha leis an bpróiséis chun polasaí oileánda a ullmhú.

I am sure that this important work will continue under the new Department and under Minister Humphreys who, of course, has experience on the islands from her time in that Department going backwards.

Táim cinnte go leanfaidh an obair thábhachtach sin ar aghaidh faoin Roinn nua agus faoin Aire Humphreys a bhfuil taithí aici, ar ndóigh, ar na hoileán ón tréimhse a chaith sí sa Roinn sin ag dul siar.

“Of course, my Department will not be without input on the Gaeltacht islands as we will always be dealing with them in terms of the language and my own Department’s strong input on the development of the islands will continue.”

“Ar ndóigh, ní bheidh mo Roinn gan ionchur ar na hoileáin Ghaeltachta mar go mbeidh muid ag plé leo i gcónaí ó thaobh na teanga dhe agus leanfar leis an ionchur láidir atá ag mo Roinn fhéin maidir le forbairt na n-oileán i gcónaí.”

Are you optimistic about the future of the Irish language / Gaeltacht?

An bhfuil tú dóchasach as todhchaí na Gaeilge/Gaeltachta?

“It simply came to our notice then.

“Cinnte, táim dóchasach.

I strongly believe that the Irish language is one of our most valuable natural resources.

Creidim go láidir go bhfuil an Ghaeilge ar cheann de na hacmhainní nádúrtha is luachmhaire atá againn.

It is an integral part of our identity, and every effort should be made to preserve and strengthen it.

Tá sí mar chuid lárnach dár bhféiniúlacht, agus is ceart agus is cóir go ndéanfar gach iarracht chun í a chaomhnú agus a neartú.

“I think there are signs of hope in the number of people who want to send their children to Irish-medium schools, in the number of adults here in Ireland and around the world who are learning the language, in the tremendous growth we are seeing in the language on social media and the success of ‘Pop-Up Gaeltachtaí’ over the last number of years.

“Tá comharthaí dóchais le feiceáil dar liom sa mhéid daoine gur mhaith leo a gcuid gasúir a chuir chuig gaelscoileanna, sa mhéid daoine fásta anseo in Éirinn agus ar fud na cruinne atá ag foghlaim na teanga, san fhás as cuimse a fheiceann muid ar an teanga ar na meáin shóisialta agus an rath atá ar leithid na ‘Pop-Up Gaeltachtaí’ le roinnt blianta anuas.

“There is no doubt that there are difficulties as well, and I think the State must make a better effort to support the language.

“Níl aon dabht go bhfuil deacrachtaí ann chomh maith, agus dar liom, caithfidh an Stát iarracht níos fearr a dhéanamh chun tacú leis an teanga.

A strong Irish-speaking community and a Gaeltacht are vital if we are to pass the language on to the next generation.

Tá pobal labhartha láidir Gaeilge agus Gaeltacht ríthábhachtach má tá muid chun an teanga a thabhairt slán don chéad ghlúin eile.

If the people of the country are to respect the language, I think the government must show that the State respects the language.

Má tá meas le bheith ag pobal na tíre ar an teanga, sílim go gcaithfidh an rialtas a léiriú go bhfuil meas ag an Stát ar an teanga.

“We need to foster an environment where people feel confident in using their Irish.”

“Tá orainn timpeallacht a chothú ina mbraitheann daoine muiníneach as a gcuid Gaeilge a úsáid.”
